Game Master's Guide for making balanced content

It would be nice to have a guide for building and balancing content for homebrew campaigns, such as monsters, encounters, items, treasure values, etc. This is especially important for making custom monsters. This would be like how DnD has a Dungeon Master's Guide or PF2e's Game master guide.

An example would be things like:
- A guide for building different levels of difficulties in encounters vs various party levels (easy, medium, hard encounters). This would include things like judging the difficulty by enemy level, the amount of enemies in an encounter, or how to build an encounter with a boss and minions, and more.
- A table or intuitive, automated UI for building balanced monsters (stats by level, damage of abilities, etc).
- Ideas of balanced items for different tiers of play.
- A range of "appropriate" damage or power for homebrew spells.
